DOCUMENTS TO BE RELEASED
Secret government documents that were behind Victoria’s controversial COVID lockdowns are set to be released, after 4 years of fighting, following the state’s Department of Health losing their last appeal to keep them concealed this week.
Melbourne had some of the toughest COVID rules (not laws) in the world, and the longest lockdown on the planet, making international headlines in the process.
To understand how we got here, let’s take a look at the fight that got us to this point.
In 2024, a judge at the Victorian Civil and Administrative Tribunal ordered the department to process Freedom of Information (FOI) requests it had previously refused, related to briefings given to the Chief Health Officer, Deputy Chief Health Officer and Minister for Health.
But the government would fight back against this order, the latest in a string of manoeuvring for many years to avoid releasing the documents to the public.
Liberal MP, David Davis, made four requests for the briefings to be handed over back in 2020 under the FOI Act – three requests within ten days in July and the fourth made in December.
The department refused them all, saying the work would “substantially and unreasonably divert resources. He then sought a review by the Victorian Information Commissioner, but the commissioner did not reach a decision within the statutory time frame.
The MP then took the cases to VCAT in late 2020 and early 2021.
Then COVID-19 response commander, Jeroen Weimar, claimed it would take an estimated 169.4 to 208.4 working weeks (about four years) to process Mr Davis’ combined FOI requests, in a statement dated October 2021.
Michael Cain, the department’s manager of FOI and legal compliance, then claimed it would take 61 to 74 work weeks, in a statement dated November 2023.
He argued the cost would run into tens of thousands of dollars.
But Judge Caitlin English, Vice President of VCAT, didn’t accept this as grounds for refusal.
She said she wasn’t convinced the department had reasonably estimated the resources required to process the requests and noted the “strong public interest” in the information.
She acknowledged the resources required to process the request were substantial in making her decision, but said it was manageable for the department.
“The Department, bearing the onus, has not satisfied me on the evidence that the work involved in processing the request would substantially and unreasonably divert the resources of the agency from its other operations,” her order stated.
“I direct the agency to process Mr Davis’s requests in accordance with the FOI Act.”
But the government would appeal this decision, failing again in the process.
This week, the Court of Appeal refused the Department of Health’s application for leave to appeal the landmark Victorian Civil and Administrative Tribunal ruling in June last year to hand over the documents to Liberal conservative MP David Davis.
It was argued there was high public interest in release of the documents because of the nature of the way the pandemic was dealt with in Victoria compared to other states.
Additionally, there was limited public information justifying the reasons on which certain public health orders were based, and there was significant public interest in the reasons for, and data and rationale behind them.
As such, we may finally be able to get these long-awaited documents.
More than 115 briefs supporting the state government’s public health orders could be released, at an average of 40 to 60 pages each.
Who were the characters that supported this move? This is a question they have been trying to hide for years now.
The people of Victoria deserve justice for the totalitarian nightmare they were put through.

NEVER FORGET
Victoria stunned the entire world with the sheer depths the authorities went to in order to suppress the fundamental freedoms of its citizens, as they suffered through the world’s longest lockdown.
Following the initial ‘first wave’ that sent the entire country into hiding, Victoria was the catalyst for state-based, suburb-by-suburb restrictions to begin.
From manufactured stories over ‘COVID poo’ sewer readings, to arresting people for being outdoors, the madness is something that will never be forgotten in this country.
Then, as the mRNA ‘solution’ was rolled out, harsh mandates began to take effect. Coercing every day individuals with a choice between an experimental biological product and their livelihoods.
But it didn’t stop there. Workers in key industries, even if double-jabbed, were then required to get a booster before they could work onsite, as the goal posts moved further and further.
Hundreds of thousands of Australians took to the streets in a historic stand for freedom throughout this period, and some of the most extraordinary scenes were witnessed in Melbourne and across Victoria.
Outside of national rallies, Melbourne was always very active, routinely making headlines over police brutality and draconian actions against the populace.
For months and months, campaigners took to the streets in some of the biggest rallies in modern Australian history.
The media constantly lied about the numbers in a bid to dismiss the concerns of Victorians and to prevent more people being inspired to get involved. All of this was recorded in real-time on TOTT News.
These press-titutes were quickly told by the public that they weren’t welcome at said rallies, with the public becoming further aware of the tactics of deception and propaganda.
The impact from such harsh restrictions was felt across all industries and greater society.
Hundreds of teachers across Victoria were stood down for failing to meet COVID vaccination requirements, despite fears of staff shortages in school.
Victorian Police officers who were fired for refusing to get a COVID vaccination are permanently banned from re-joining the force, despite now being 800 short.
Unvaccinated Victorians were no longer permitted to enter non-essential retail, with many stores requiring proof-of-jab identification, including Bunnings and Big W.
Dozens of demonstrators lined the streets in front of Melbourne restaurants that forbid them from entering, saying they were being treated like “outcasts”. The segregation was very real.
When it was all said and done, and the tyrant Dan Andrews was finally done with his reign of terror, crowds gathered on the steps of Victorian parliament to celebrate long into the night.
Many had experienced unimaginable traumas and hardships due to these decisions, so for them, this was a moment to sit back and reflect on a hard fought battle to that point.
But the impacts were long-lasting even once the chains were loosened and Dictator Dan left.
The economic impact was fierce; an uphill road to recovery from such a reckless policy decision. This would lead to the state abandoning Commonwealth Games plans.
The people are absolutely entitled to see what justification was given to begin this chain reaction of terror, and the names of those who co-signed and supported it.
It is owed to the people of Victoria to have these answers, and hopefully, we will see them soon.
