TROOPS COMING TO WA
Australia is preparing to host an expanding U.S and British submarine presence at HMAS Stirling, south of Perth, under the AUKUS defence partnership.
The first U.S personnel rotations are expected to begin in 2026, and submarine operations scheduled to start in 2027, according to press releases.
The plan, known as Submarine Rotational Force–West (SRF-West), forms part of Australia’s long-term effort to “acquire the skills, infrastructure, and workforce needed to operate its own nuclear-powered submarines”.
The proposed U.S presence has been associated with a figure of approximately 2,300 personnel, although this should not be interpreted as 2,300 combat troops arriving together. The arrangement includes military personnel and support functions, with civilian staff, contractors, and family support also forming part of the broader presence.
Under the agreement, HMAS Stirling, on Garden Island near Rockingham, will accommodate rotating U.S and British nuclear-powered submarines.
Australian Defence Department plans envisage up to four U.S submarines and one British submarine participating in the rotational presence from 2027.
The submarines will be conventionally armed, but powered by nuclear reactors. Their presence will allow maintenance, logistical support, and joint training to take place closer to Australia’s maritime region.
The Australian government has committed up to $8 billion to expand infrastructure and support facilities at HMAS Stirling. The programme is also expected to create approximately 3,000 direct Australian jobs associated with the infrastructure expansion.
U.S Navy support organisations are being established at the base to coordinate submarine operations, maintenance, and personnel services.
Through this, Australian sailors and technical workers will gain experience working alongside U.S and British counterparts, helping prepare for its future submarine fleet.
The broader AUKUS agreement also includes plans for Australia to acquire U.S-built Virginia-class submarines and eventually build a new generation of nuclear-powered submarines domestically, in collaboration with Britain and the United States.
The growing U.S presence has prompted debate about Australian sovereignty and the long-term role of foreign military forces on Australian soil.
The government maintains that SRF-West is a ‘rotational arrangement’ operating under existing defence agreements, rather than a permanent American military base.
The submarines will visit and operate from Australian facilities for limited periods, with access governed by arrangements between the participating governments.
The current plan is for the rotation to run for five years from 2027, ending in 2032. The government says planning will “seek to minimise pressure on local communities” as personnel and support staff arrive.
Critics are sceptical of the financial cost, Australia’s dependence on U.S technology, and the implications of a larger allied military presence during a future regional conflict.
