Another U.S states moves on weather modification.
IOWA GEOENGINEERING BILL
The Iowa state government has advanced legislation to criminalise a broad category of activities described as “geoengineering” and weather alteration, marking another example of a U.S. region attempting to restrict deliberate atmospheric interventions.
The measure, known as Senate Study Bill 3010, was approved by a senate subcommittee in January, and now moves forward in the legislative process.

If enacted, it would make it a crime for individuals, companies or government entities to undertake activities intended to modify the weather or manipulate the climate – including techniques such as the once-dismissed ‘conspiracy theory’ of cloud seeding.
Under the proposed legislation, engaging in chosen forms of geoengineering – broadly defined as “deliberate efforts to alter atmospheric conditions” – would be punishable under Iowa law. While the full statutory language is still being refined, the bill text makes clear that intentional attempts to change weather patterns or climate effects would be prohibited.

The bill does not distinguish between experimental climate research and small‑scale weather modification, instead sweeping broadly across many practices.
Supporters of the legislation have presented it as a defence of state sovereignty and environmental safety, with some lawmakers and members of the public voicing concerns about what they see as chemtrail operations, or covert atmospheric programmes.

In previous legislative sessions, similar proposals have surfaced, with backers asserting that “unspecified atmospheric contaminants” are being released into the state’s skies.
Under normal circumstances, weather modification projects such as cloud seeding require permits and are subject to regulation.
The proposed ban would elevate the activity to a criminal offence, potentially deterring universities, companies, and government agencies from engaging in work that involves atmospheric intervention.
Iowa’s move comes amid a broader set of legislative priorities in the state, including measures on climate liability, agriculture, and infrastructure.
For example, other bills advancing through the legislature have sought to protect agribusinesses from climate‑related lawsuits and limit eminent domain use for pipeline projects, reflecting a policy environment focused on restricting regulatory overreach.

As it stands, SSB 3010 will face further debate and amendment as it moves through both chambers of the Iowa legislature.
Lawmakers, scientists, and residents alike will be watching closely to see how the state defines and regulates these complex and contentious topics in the months ahead.
They join a long list of states already doing the same, as the United States pushes back against geoengineering and weather modification practices.
Something that can’t be said the same about countries like Australia.
THE U.S PUSHBACK
Since the election of Donald Trump, a number of campaigns have been launched against weather modification programs as the practice goes mainstream.
At the federal level last year, lawmakers discussed updating the country’s weather science policy, such as efforts to reauthorise weather research programmes that apparently are needed to ‘modernise forecasting’ and ‘improve resilience to natural disasters’.
Politicians in nearly 20 state legislatures have proposed similar legislation, with governors in locations like Tennessee, Montana, and Florida having signed bills into law.

Here is a list of some of the other states/locations that are moving as well:
- Montana’s Senate Bill 473
- Tennessee SB 2691
- New Jersey Senate Bill 4161: Targeting Hazardous Geoengineering
- North Carolina House Bill 362: Clean Skies Geoengineering Ban
- South Carolina H5390 (Air Quality Bill)
- Pennsylvania Senate Bill 508: Clean Air Preservation Act
- Rhode Island House Bill 5217: Broad Geoengineering Ban
- Texas Senate Bill 1154: Limiting Governmental Geoengineering
- Arizona HB 2056: Geoengineering Prohibition
- Vermont House Bill 217: Vermont Clean Air Preservation Act
- Missouri SB 1318 (Prohibiting Environmental Manipulation)
- Minnesota (Prohibiting Certain Harmful Atmospheric Activity)
- Kentucky SB217 (Prohibit Geoengineering)
- Illinois SB3095 (Prohibit All Forms of Weather Modification)
- New Hampshire HB1700 (Clean Atmosphere Preservation)
- South Dakota SB215 (Prohibits Weather Engineering)
- Ohio (Atmosphere Protection Act)
- Connecticut (Clean Air Act)
It is great to see so much attention being brought to the issue of geoengineering, and even if all of these bills don’t succeed, at least the discussion is in the public domain and acknowledged by respective political chambers.
Iowa is the latest state to join this list in their efforts.
For too long, anyone who dared speak of geoengineering programs was labelled a ‘conspiracy theorist’ and ‘crazy person’, despite the practice being around for over 70 years.
In Australia, our politicians won’t even acknowledge that such experiments are occurring – just to give you an idea of how far behind we are.

Typical clown world Australia. If only we had politicians with backbones like those we are seeing in the United States push forward with opposition.
I won’t hold my breath for any politician to come along that moves motions like this – all of One Nation deny it, the major parties laugh at it, and the general public are too asleep here.
If only thy ‘looked up’, every now and again.

Should have happened years ago…but better late than never.
Nearly 4 months ago I emailed the Head of the Air Force, Air Marshal Stephen Chappell, with three questions about chem trails:
1. What is being sprayed?
2. Why is the RAAF collaborating with the US Dept of Defense/DARPA on this program? [some of the planes involved took off and landed at the Edinburgh RAAF base, north of Adelaide].
3. Who gave permission for this to be conducted in our skies?
After an early email reply from the Defence enquiry centre, informing me that my email had been forwarded to AM Chappell’s office, I have heard nothing. As an aside, I learned a week ago that Stephen is the son of Test Cricket great, Greg. I guess he let my delivery go through to the keeper.
