A brand new step for the ‘smart city agenda’.
30-MINUTE SYDNEY
The NSW Department of Planning, Housing and Infrastructure has released the draft Bradfield City Centre masterplan for public exhibition, prepared for the Western Parkland City Authority.
The draft plan for the Bradfield 30-Minute Smart City, set to be nestled at the heart of the Western Sydney airport region, paints a vivid picture of a ‘world-class city’ on the horizon.

With a framework for future development, the plan outlines a staged approach to over 2 million square metres of development across the city center, behind the new Western Sydney International Airport.
As construction is already underway, the finalisation of the plan is anticipated by mid-2024.
Backed by a more than $1 billion investment from the NSW Government, the development is poised to ‘unlock billions more in private investment’, mostly from biotech and Wall Street industries.

The Prime Minister also outlined ongoing plans to extend public transport links, including a potential metro line extension to the Macarthur region and the southwest growth corridor of Sydney.
As the discussion unfolds, Albanese touched on the significance of Kingsford Smith Airport and its continued operation alongside the new Western Sydney Airport.
We first warned of this plan in 2022 when it was announced as a vision for the very first time. Back when the land was designated for what they described as the “smart city for the 22nd century”.
Over time, however, the Bradfield City Centre is now being labelled as “30-minute city”, which means that you can hop on public transport and access everything the CBD has to offer inside that timeframe.
Spread across 144 acres, it is set to be five times the size of Barangaroo and includes several commercial and community facilities including retail, cultural hubs, and sprawling ‘smart green spaces’.
With a focus on “digitally-led, cyber smart developments,” the city promises to be ‘a prime destination for tourism and entertainment’. But as we see it, it is the first step towards a very weird dystopia.
Of course, ‘sustainability’ will be at the heart of the new project, with a strong focus on ‘environmental design’ — including car-free streets connected to “world-class transport”.
Sydney has already spent the last two years upgrading existing infrastructure with smart city technology as part of the ‘Smart City Strategic Framework‘.

My thoughts are that this is a new step in the already-concerning ‘smart city’ agenda here in Australia, which we have been following since it first began in 2019 under the Turnbull government.
From a vision on paper, to the overlay, to now the overlay of the overlay, our cities are changing fast.
THE SMART CITY AUSTRALIA
The Australian government committed to a “Smart Cities Plan” in 2019. The document set out the government’s vision for ‘productive and liveable cities’ that encourage ‘innovation and growth’.
From Brisbane to Melbourne, Sydney and Newcastle, Perth and Canberra, even in Darwin, massive infrastructure projects grants were introduced for businesses to help innovate and adopt.
A $50 million fund was launched for 52 smart city initiatives, allocated across all states and territories, supporting the delivery of innovative city projects that “improve the liveability, productivity and sustainability of cities and towns across Australia”.
Over time, local government and private bodies became actively engaged in pilot projects.
In September 2022, the City of Greater Geelong was awarded International Smart City of the Year, alongside Barcelona City, at the World Smart City Expo in Korea.

Some of the projects that have emerged since 2019 have been quite interesting, including for example Melbourne’s AI-run ‘traffic management’ system that monitors citizen movements in great detail.
Just recently, a new tender emerged recently for an “Offence Detection System” in Brisbane, as these 30-Minute Ghettos will merge heavily with biometric monitoring and data collection, like in China.
Things have developed so much that Five Eyes nations recently advised communities considering becoming smart cities to assess and mitigate the cybersecurity risks that comes with the technology.

New guidance, Cybersecurity Best Practices for Smart Cities, raises awareness among communities and organisations implementing smart city technologies about potential vulnerabilities.

The guide focuses on three areas: secure planning and design, proactive supply chain risk management, and operational resilience.
What makes ‘smart cities’ attractive to attackers is the data being collected and processed.
Because AI-powered systems are being used to integrate this data, these should be given special attention when checking for vulnerabilities.
But this new 30-Minute City in Sydney is something entirely new.
Unlike our current ‘smart cities’, which have technologies on top of existing infrastructure, this project is being built from the ground up; from scratch. A new vision of our future world to come.
